This project was located at Zinder, 950 kilometres from the capital, Niamey. The project composed of four work packages: a refinery, power plants, oil sales centre and staff living camp. The refinery was to meet the capacity of 20,000BPD (1million t/a) 100*104t/a and included devices, utilities, storage and the transportation system.

CPECC Scope of Work includes:
- 1 million t/a AV unit, 6000,000t/a heavy FCC unit, 100,000t/a CR unit, 300,000t/a diesel HT unit 3000Nm3/h PSA hydro purifying unit, sour water striping unit, and accommodating facilities for the refinery
- 40MW power generation plant
- Production oil sales centre
- Staff living camp
